Executive Summary

 

I have provided government contract consulting services for many years.  Initially I was a senior government contract consultant with Peat Marwick/KPMG.  Subsequently, I provided these services as an independent consultant.  The focus of the consulting is on DCAA activities, the Federal Acquisition Regulation and Cost Accounting Standards. 

I also have substantial experience as an auditor DCAA.  I have industry experience as a Controller, Chief Financial Officer and Contracts Manager.  This provides me the expertise to offer government contract consulting services incorporating all perspectives, government and industry.

I have conducted at least 100 government contract and DCAA consulting projects.   A representative listing of projects is provided below.

 

Consulting Project Summaries

Conducted many projects to calculate and negotiate actual, proposed, forecasted and provisional indirect cost rates.  This also typically included the DCAA audit.

Set-up and developed numerous government contract accounting systems, indirect cost pools, and related policies, procedures and internal controls.

Provided numerous government contract accounting and pricing system assessments with a road map of corrective actions to secure compliance, maximize cost recovery and obtain government approval.  This at times included provided compliant policies, procedures and internal controls.

On many occasions provided ad hoc consulting services addressing cost recovery, audit mitigation and the Federal Acquisition Regulation.

Developed or reviewed numerous contractor Incurred Cost Submissions to finalize costs under cost reimbursement and time and materials contracts.

Developed Cost Accounting Standards Disclosure Statements and supported related audits.

On numerous occasions developed winning proposals in response to government solicitations.  This also included participating on Red Team reviews.

Supported numerous DCAA audits of contractor proposals, claims, costs incurred, indirect cost rates, financial and procurement systems and final incurred cost submissions.  Also provided advisory services regarding the DCAA audit requirements, Federal Acquisition Regulation and Cost Accounting Standards.

Developed proposals to secure GSA Schedule Multiple Award Contracts.

Due to government actions of delay and disruption, developed a claim under the Contract Disputes Act for $2 Million.  Negotiated the claim for 100%.

Developed settlement proposal under a Termination for Convenience for $600,500. Managed the DCAA audit and negotiated the settlement with minor deductions.

Conducted financial and operational assessment of large shipbuilding and aerospace contractors.

Provided numerous assessments regarding contractor procurement system reviews (CPSR), government property, and other contract requirements.

Managed a large team of consultants and auditors to conduct a large present responsibility assessment to address government allegations of timekeeping and labor accounting criminal conduct.

Managed a team of consultants to conduct a present responsibility assessment to address allegations of product substitution.

Managed a team of consultants to provide cost baseline studies for government facilities subject to Base Realignment Act (BRAC) actions.
